Officials in Jinan, capital of Shandong province, have decided to amend the existing regulations for dog licenses. The new act states a person can only apply to keep a dog if they get their neighbors' consent.
It's such a good policy. People shouldn't encounter packs of dogs that aren't on leashes running around residential areas. I'm not afraid of dogs, but that doesn't mean everyone likes them.

This policy may escalate conflicts among neighbors. It's almost impossible to get a unanimous vote from every neighbor because everyone has a different opinion. We need a trial period to test whether the policy is feasible.

If I have to get consent from all my neighbors, it's better to just forget it. In my building there are six apartments on the same floor, so it's almost impossible to get everyone in agreement. This policy is too rigid. I don't think it's applicable anyway.
